Crew Changes and Medical Assistance in Chinese Ports
Although the Covid-19 lockdown is continuing to impact shipping operations in Chinese ports, crew changes for Chinese crew members are generally allowed in most Chinese ports.
Off-signing of foreign crew is possible in major ports such as Shanghai, Tianjin, Guangzhou, etc., subject to strict procedures and epidemic control requirements. Vessels planning to arrange crew changes in China are required to conduct Covid-19 tests on all crewmembers onboard within 48 hours after the vessel’s departure from the last foreign port, and any crew members who are tested positive should be treated locally. During the voyage from the last foreign port to China, the crewmembers should take regular tests onboard.
A recent order of the Ministry of Transportation requires the local port authorities to make sure that medical assistance is carried out smoothly. The relevant services should collaborate and provide timely assistance to sick or injured crew but full implementation of the Ministry order may vary depending on the ports.
